That's welfare capitalism, or "social democracy" (which a couple hundred years ago was actually a synonym for communism, but nowadays refers to welfare capitalism), aka "the nordic model", not socialism. What socialism and communism actually are is a longer discussion.

It looks like in his younger days he was more vocally socialist and pushed harder for more immediately and obviously socialist ideas but tempered that at some point, likely to make himself more appealing to win elections. Some people claim he is not a real socialist regardless because he is reformist.
