It's not so bad when you know you can unblock them when you want 🙂
Blocks can be found as a second tab when accessing your Settings. You should be able to remove blocked users and communities there.
There might be a greasemonkey script for this sort of thing. I do like the idea of a static navigation bar above the scrollable area.
In this scenario, what is the difference between your proposal and the existing ability to Block a community?

You can also turn off display of bot accounts in Settings if you disable "Show Bot Accounts".
You can also search for text that is present on most Lemmy pages and in URLs like:
"Join Lemmy" inurl:post
Is there a way to filter for "Signups: yes"?
