I can see Trump ignoring the ICA act and withholding funds as a way to cut the Government budget and even if SCOTUS rules against him it's not enforceable. Congress won't impeach him and his cabinet won't try and remove him through the 25th amendment.
That being said Trump is also his own worst enemy and won't be able to pass many laws in 2 years. Good luck
Easier said than done. Dems can use the fillibuster and a lot of gutting of federal agencies require going through a budget committee as well. Things move slow in congress and they have 2 years to slash everything...

Regardless of how many loyalists he has he'll get in the way of himself along with some Republicans in the senate, Democrats using the filibuster and the right wing media will get him to change his mind. 2 years isn't a lot to make all of these changes before the democrats at least take back the House

You underestimate the reason we have separation of powers. If Trump wanted to get rid of term limits he would need 2/3 votes from both houses which he doesn’t have and 38 states need to ratify. This also includes with any constitutional change. There’s red tape for a treason
They can’t break it though. I mean anything he does deemed unconstitutional can be challenged by any appeals court judge that can strike it down. He needs 2/3 congress approval which he doesn’t have the votes for constitutional changes and changes to the exec branch. Lots of changes are complicated. Even removing the ACA.
Remembered day one in 2017 he had that travel ban? A judge struck it down and they appealed and lost. He doesn’t have a magic wand…
So technically yes and no. He cant just say he wants to get rid of the fbi or remove term limits at will. Study how the Goverment works
