On top of the "The Electric Home Rate Plan includes a $15-per-month Base Services Charge"... because people were starting to get 100% of their power from solar and it was "unfair".

I'll note that San Francisco built a system of emergency firefighting cisterns after the 1906 earthquake as a means of limiting this kind of risk. That's not replicated anywhere else in the same way.

You can easily identify them by seeing the brick circle in the pavement.

I'll note that a large chunk of the burned properties depend on the state-run FAIR plan, which provides much weaker coverage (eg: not replacement cost) than private insurers. The FAIR plan also has limited reserves, which it will replenish by issuing an assessment on commercial insurers and their policyholders.
