There's also the sense that after a point you can't throw $100 at a person for a milkshake when you can simply pay $5.

I mean that after a point not only are there more than enough tanks for everyone, but after a point, spending more money on the same object or weapon doesn't do anything. It can be the most expensive thing and still break down or be inadequate. Also, there's the issue of funds literally being lost because they can't keep track of everything, though how much of it is just "dark money" is another issue entirely.

The goal here isn't to produce something functional or useful, it's to divert tax dollars towards private pockets. What actually gets produced is largely incidental.
