It won't be.

The Liberals won't allow something truly progressive like this to pass when they can use it as a carrot during the election cycle.

Why? Because showing up at the last minute with a bag of electoral candy is what the Liberals always do: election reform! Gender equality! $10 day care! Just for for us, we promise not to pull the football away and spend the next four years doing neoliberal bullshit!
