Ohhhh. Three years? That's not quite "throwing the book" at someone.

Couldn't they find a judge with teeth; or is he hoping this ruling seems too small-potatoes and he's hoping after the appeal window closes everyone else is gonna class-action him on inflating property values and bargaining in bad faith etc ?
