It looked like they side swiped the camera car.
They kept on driving like they don't have insurance. That's got real "I need to go on before this police officer involves me" vibes.
There was also a cop with his gun out, so...
I wish I had that much confidence
That right there is panic, not confidence.
Could be either, if you can get away from the scene, dump the car, not be identified as the driver at the time and have someone who will give you an alibi you can claim the car was stolen. Especially common with people who were driving drunk.
