Am I wrong in thinking that's often a blanket excuse for gov't fiscal mismanagement these days?

My brother works in accounting for a municipal government. Government officials love spending money but hate filling out forms explaining what it's being spent on. 90% of his job is emailing people asking them to itemize their $5,000 credit card bill. Typically the response is "I don't have time to do that. I'm a very busy and important person. Just mark it down as 'miscellaneous'".

Phoenix was a disaster too. No one’s fault there either.

Yet Australia had previously used the same system by the same maker and had similar issues, but the Harper gov't signed on the dotted line anyway.

They're all assholes. 😑
