Nothing is free..either pay and change your information, or don't? I don't see what's hard about this. Government entities have rules and fees associated to items for admin costs etc...
If you want it free, lobby to get the taxes increased so taxes can cover it so it's 'free'..which in turn you'd still pay for.

Wait, preferential? Gender dysphoria isn't about preference, it's a mental illness. Gender affirmation is the accepted treatment.
By that logic, chemotherapy is a "preference" for people with cancer.
I say this as someone who doesn't really care about whether or not you have to pay. Government is going to government. They would charge you for breathing if they could.
Yes, it's someone preference to want to change their status on the little government paper. It doesn't change who they are. It's like getting a marriage license...it changes nothing in a relationship, but you are still required to pay the government for paper/processing.
