The consortium, a public-private membership group, consists of ACS Infrastructure Canada, EllisDon Corp. and SNC-Lavalin.

Well, that would be the problem right there.

Yeah. So far as I know, Vancouver's SkyTrain was not developed under a P3, and, as the article states, it functions reasonably well.

It sounds like Ford was asked a couple of softball questions about the LRT.

He isn't wrong: we paid a tonne of money for the system and it's a mess.
