The chances are low but never zero
This is factually incorrect. People driving cars badly can worsen car traffic, however it is far from the primary cause of car traffic.
Construction is absolutely part of the cause of car traffic, as is car-dependency. When driving is the most convenient option for commuters to get downtown from the suburbs, then people drive and cause car traffic.
Alternatives such as transit going into the city and bicycles for shorter trips reduce the amount of cars on the road and therefore the amount of car traffic.
Toronto simply does not have space for all of the drivers, construction or no construction. If even 10% of people using transit switched to driving, Toronto would basically need to be bulldozed and replacrd with one big parking garage. All construction does is add to the delays.
If you're interested, I would recommend a direct drive smart trainer to use with Swift. I prefer to get my distance in bicycle commuting in the winter. Once I figured out how to dress properly and got panniers to carry groceries, it became a ton of fun. Chores and workout at the same time.
This is really helpful. Most of what I have seen are people on reddit screeching about how entitled and unskilled postal workers are. I'll continue to buy locally and avoid Amazon.

Spoiler: mostly EVs. EVs are clearly on track to replace ICE vehicles globally. You could replace every gas car with an EV and we'd still be fucked. The solution is not more of the same, but electric cars. It's investing in public transit, bicycle infrastructure in cities, and walkable streets in cities that aren't sprawling concrete hellholes.
But we all know he only cares about protecting the USA automotive industry from China's rapidly growing EV industry. It's easy to greenwash it.

It will fill up within a year due to induced demand and we will be short tens of billions. This ain't it. When will Ontario learn that spending billions on more and wider highways will not fix car traffic?
Any serious plan to tackle car traffic must include better public tansit which gets drivers (read: car traffic) off the road.
