What on earth is going on?

Nearly all of these happening in the middle of the night, with police finding shell casings, but no victims or suspects.

"Investigators are continuing to look into if any shootings this weekend are connected."

Sarcasm aside, even if these people/person is caught, they'd get out on a promise to show up in court.

While out, they would commit three dozen more crimes until they are caught again.

Then they'd be released with a promise to appear.

Rinse and repeat.
