Long time visitor to Bloom County but maybe not old enough to catch what Steve is implying in that last panel. Can anyone enlighten me?

Hello fellow Bloom County fans!
About this community and how I post the comic strip… The comics are posted in chronological order on the day (usually) they were released. Posting them to match the release date adds a bit of fun and nostalgia to match the experience of reading them in the newspaper for first time. Many moons ago, I would ask my Dad to save the newspaper for me everyday so I could read my favorite comic strips. It really sucked when I missed a day. Only years later, when I got the books was I able to catch up on the missed strips.
Bloom County is an American comic strip by Berkeley Breathed which originally ran from December 8, 1980, until August 6, 1989. It examined events in politics and culture through the viewpoint of a fanciful small town in Middle America, where children often have adult personalities and vocabularies and where animals can talk. I've always wondered this too...my best guess is that he's referring to "prep school" since he strikes me as a "preppie"
This seems like a bit of classist snobbery from Steve. He's been established as a desperately social-climbing, immature frat boy who denies his origins and wears pleated khakis. "Prep" might be a bit of short hand for "Cutter John is not our kind".
Everything you need to know about how Steve deals with a crisis. He learns little, but the characters around him benefit immensely from the education. So many excellent arcs to come.
