Sounds like MegaRace 2, both available on ZOOM Platform or bundled with MegaRace on GOG.

If you want to post, use this syntax:

I love this game. Horrible controls, bad car physics, but beautiful (for the time) pre-rendered FMV tracks and dumb cutscenes.
lots of old games on steam, but worth noting that it's on sale over at gog - generally old games tend to work better out-of-the-box from there, but YMMV
