I mean that just seems immediately obvious to me.
It should be done by government staff, too. My partner works in supportive housing and all the NGOs providing it are just barely hanging on by their fingernails and often have to reduce services for very vulnerable, needy, and sometimes dangerous people. The people who work for the NGOs are significantly exploited and placed at great personal risk with virtually no support. Most are forced to live in poverty and a lifestyle barely better than what their clients are dealing with.
