There used to be a woman but I just noticed she's no more there and instead there's an hat on the fence.

Anyway, looking for "development training" I found a wiki.gg page saying:

During the true Illuminate invasion, the Ship Master tells curious Helldivers that the Service Technician is currently undergoing Professional Development Training.

Yeah there’s several professional development training voice lines from the ship master (lady near the elevator) and some of them are even funnier if you have this context:

The service technicians voice actor went on strike from AI generated voice actor replacement

Some of the voice lines poke some fun about AI replacement but idr them off the top of my head

I don't know why they keep removing her.

I don't think they gave an in-game explanation last time. But yeah, she seems to disappear every major update for some reason.
