Beyond the fees, the senior executives should be required to do 24 months live-in community service (e.g. free phone repair for senior citizens) while being frozen out of their current assets/money. During this period they would only have access to minimum wage for their community service work.

I can guarantee you this will lead to a change in behaviour.

This sort of shit is why i dont allow most apps on my device.

Unless it's doing something that requires hardware level access there is NO REASON for them to need an app rather than a functional website.
