Specifically I'm referring to the work of Bernard Vonnegut, the late great brother of famous author Kurt Vonnegut.

Specifically, Bernard Vonnegut worked on the use of silver iodide as a nucleating particle for droplet formation in clouds, which proved to be highly effective. According to wikipedia 10-50 grams of silver iodide can be effective.

Its a relatively straightforward synthetic reaction. The basic principals are outlined here. A basic implementation using UAV's is outlined here. Low cost, effective, and easy to implement.

Interestingly, this technology is not new, and Charles Hatfield nearly destroyed a city in southern California using this approach.

A solution of 0.415 g potassium iodide (25 × 10−4 mol) in 25 mL distilled water was added dropwise to previously prepared AgNo3 solution (0.425 g, 25 × 10−4 mol in distilled water) under ultrasound power in the presence of 0.2 g sodium dodecyl sulfate as a surfactant. The yellow (as synthesized) precipitate was separated by centrifugation and washed with distilled water and ethanol to remove impurities for several times and then dried.

Sure, the procedure is easy to follow, but you'd need access to lab equipment to synthesize this.

Edit because I was curious: Alright, found all the details:

First, you'll need nitric acid. You can get that pretty much anywhere including walmart. Then you'll need a silver coin. Place the silver in the nitric acid along with some water and heat. If crystals form, add more water.

Once the coin has dissolved, reduce heat and evaporate off the water and nitric acid; silver nitrate crystals will form.

Once that is made, we need potassium iodide. We can buy that at any drug or chemical supply store. Dissolve that into some distilled water. Then add some 1% silver nitrate solution, and you are all done. Now you've got a silver nitrate solution. Store in a dark environment or amber bottle.

Interesting, the USDA did research on this in the 50's and offers explicit instructions and rates to use. Soak a spool of thick cotton string in the silver nitrate solution. Allow to dry. Put the string on a battery powered feed reel, attach a small propane burner. Adjust feed rate to target 15 grams of silver iodide per hour.

Tie the whole thing to a bunch of balloons, and let go.
