Looks like a high estimate. Regardless, these kinds of public services are necessary, it'll have to be paid somehow.
But also.. aren't these financial reports public?
I don't know the first thing about LA, but I don't see how the finances wouldn't be public.
I think another way to look at it is whether this well spent money, aka the Defund the Police angle. You could have a working Social Services department doing a lot more good with some of that money. That way social workers could actually prevent crime instead of sending police after the fact to shoot, beat, and arrest marginalized people.
Every time that happens there's people yelling that that's unfair to those who are well off
