Is there any sign that people cycle more because of the infrastructure rather than the other way around?

It's the same with cars, a phenomenon called induced demand leads to more people taking the car and go on a route if it has newly widened streets which will in turn lead to congestion again.

I think the better question is rather if flat geography and relatively short distances due to population density makes it seem highly likely that bicycle lanes will be used.
