I would restart production of the 1990 Honda Civic hatchback (4th gen) and sell them both as complete cars and rolling chassis to let people engine swap them. Good, cheap transportation for everyone.

Apparently I'm not the only one who misread the title asking what would I buy with that money.

New fuel injectors, rear axle and leaf springs for my truck and I'd pay off my house. Not sure what I'd do with the remaining 11.3 billions though. Maybe buy something nice for myself. New flashlight perhaps.

I'd spend it all on butter!

I haven't thought beyond that point, but it wouldn't be spent worse than it is now.
