Probably. There is no user growth anymore at facebook and what's happening at X shows the network effect can work in reverse. As soon as a certain amount of (high profile) people leave, a lot of their followers go with them, what triggers others to pack up and it's downhill from there.

There have been cases where police was granted access to the data, but the crimes it was supposed to stop just continued. Not enough personnel, equipment, too difficult or some excuse like that. But if you don't have enough resources to use the data in a meaningful way, why grant access?
That brings us to the next part, abuse of that data. There have been cases where the access to the data is used to go after organisers of legal protest against environment or labor. Going after certain political parties to harass them, usually left wing, also happens. And there have been cases of police using their access to stalk an ex.
It doesn't seem to be a net positive.

The classic three step process of enshittification:

Draw in users with good stuff and lock them in with the network effect

Use the large user base as bait to draw and lock in businesses and other figures wanting to pay money to throw their message at said users

Squeeze users and advertisers for all they're worth until the exodus starts to a different platform.
It's not really good or bad, but the natural way of things. Nobody can stay top dog forever. Eventually greedy idiots come into power overplaying their hand, circumstances change, tech evolves and somebody else takes first place
They're laying down the road and try to get you to use it. The toll booths come soon enough when every alternative gets blocked as much as possible.
Because USA did exactly the same in the past. Take all the designs and ideas from somewhere else to build themselves up, then get ahead and turn around and forbid everyone else to use their stuff.
China is now doing following that same plan. It wasn't even hard. All they had to do was to say to give the designs and they'll producer them cheaper. Now they're the factory of the world. We knew this was going to happen but short term profit before long term consequences, right? A few tariffs aren't going to stop this.
The Facebook algorithm doesn't show posts from the people you follow only in homeopathic quantities anyway. The rest is junk.
