As for the Inalto, it's freezing up at the top corner of the unit and only drawing 30 watts.
Check the fan(s). That's a common failure point on new fridges. I just scored a nice Kitchenaid side by side for free because it froze in one area of the fridge and got warm in another. $30 fan and it works like new.
My understanding is that AliExpress was originally aimed at B2B (business-to-business) transactions.

Unfortunately a notary is a necessary part of almost all government paperwork. If you have a bank you use, they typically also have several on staff.
A notary is just there to verify the identity of the person signing papers. They really don't care about anything other than you are who you say you are.
It's becoming less popular but I used to see convenient stores with "Notary Public" signs everywhere. And they would stamp anything you wanted for $20.

Nothing stopping you from installing a "whole house" surge protector on that particular circuit. They aren't that large or expensive.
