Glued their hands to the road. My forth thought was solvent which might give them chemical burns. Then I thought leaving them there for days in the sun to sit in their own filth.
In Germany the police do this.
Cut them free, charge them, then let them go. I hope he's left handed. Good luck wiping your own ass!
