So there was more than one autocrat in charge? Like... some sort of... oligarchy or something?

You need more than a dozen or so "leaders" for communism... or, to be accurate, you need none.

Those leaders were all elected, as were all but the lowest level of the communist party. Nearly every communist party is structured this way.
