The other responder isn't correct, but I'd say there is definitely a push for all the problems in American education. The former Minister of Education in Manitoba went to Tennessee for ideas on funding higher education. I've also heard of pushes for chartered schools and being able to transfer school taxes to the institution of your choice. All of these ideas promote a disparity in education which generally favors the wealthier.
