There are some countries that do somewhat better than the US (though it's pretty much an inherent issue when you give people power over others), but there are more countries that are about as bad or worse. Most countries are neither in the US nor in Europe and less developed countries are generally not doing better than the US on the human rights front (at least before the current presidency).
