Every time GNOME replaces a stable, reliable piece of software, I get the heebie-jeebies. I hope the new doc viewer is as good as Evince.

papers loooks way better than the old one in my opinion, and it seems to have feature parity with evince from what i can see while trying both out.

I know Debain 13 likely won't come out until August or September, but with Debian 13 hoping to use Gnome 48 (which is either still in alpha or just entering beta) and Plasma 6.3... does anybody else feel like Debian is getting quicker at moving to new DE releases?

No it's not, we are still on Plasma 5.27. I always start going desperate after 1 year. I wish Debian had yearly releases.

Stay on Debain testing or unstable?

By Debian themselves, testing does not receive security updates and for unstable, Arch is way way better.
