$100k doesn't even come close to covering the damage caused to those tenants.

Even with the fine, it's still financially advantageous for the landlord. They'll make that $100k back in about four years (accounting for taxes) given the extra $700 they're pulling in per tenant. Then they'll just make an extra $2800/month ad perpetuum. There really needs to be greater repercussions for actions like these.
According to the article the parent company of the landlord was fined $25k and said it may bankrupt them.
He could be bullshitting but if they go out of business whoever buys it next could be less shitty, but it's unlikely.
I am again shocked at this semblance of accountability. Would the victims get some of these fines or is that not the kind of case?
