It's normal it's just highly compressed so decompression is pretty CPU intensive, nothing to worry about as long as it was downloaded from the real Fitgirl Repacks site and not some dodgy knockoff version

The repacks are compressed, so your computer has to do a lot of work decompressing the files. As long as you're downloading from the real website https://fitgirl-repacks.site/, then you should be good. It'll just take a while.
Is the installer not showing a progress bar?
It is showing progress but the 100% usage of cou scared me
Why does that scare you? Your laptop would be designed to handle the thermal load of the CPU running at full tilt. As well, modern CPUs "boost" up to their full power level, so if they start to overheat they can "throttle" back down to prevent any issues. Worst case, they will shutdown before damage occurs.
Otherwise, yeah, running at 100% all day, every day can shorten a CPU's lifespan. But doing it for a couple hours here and there is gonna be fine. You get similar usage if you're rendering a 3D scene with blender, for example.

It's fine, the repacks generally tick up the CPU and RAM a lot. It's just extracting things faster than if it didn't use that many resources. You only really have to worry if the extraction process halts for unreasonably long (over an hour or smth), then you may have a system issue (not the repack's fault).
Fitgirls repacks (and others aswell) should have an option to limit cpu usage (or ram usage, cant remember) which should stop this if you are running into issues or want to use you pc while installing. Having a component pinned at 100% is fine, they are designed in a way that if they become unstable/overheat to clock down and run slower to stop any damage from occuring. Install times vary due to game size, since RDR2 is a pretty big game its going to take a while to install. If you want faster install times you could download a bigger repack or download the release the repack is based on, they will install faster because they need to decompress less or not at all but download times will be longer.
FG's installer has a RAM limiter option, correct.
Just don't use repacks like this, the original package is fine. Bandwidth is often free if you get a torrent, no need to save a few hundred MBs with ridiculously CPU intensive compression algorithms.
Fitgirl adds audio tracks for other languages in seperate files for some games. I think I remember cutting off an extra 10gb from a download. I also like their repacks cause it uses less space on my seedbox so I can seed it longer.
