It seems to me driverless cars have actually been performing surprisingly well in San Francisco, better than I would have expected for prototypes roaming around a busy city, but unusual traffic situations involving firefighters or police have resulted in several notable "Man versus Machine" standoffs.

If it is confirmed a running vehicle has no occupants, fire and police should have full authority to do whatever is necessary to disable that vehicle which is interfering within the zone of an active energency in order to disable it, then issue a by-law fine to the operating company for every case.

That will make them either fix their shit or go out of business.
