This has been happening for centuries though. Cao Cao mandated that first and last names needed to be at least 3 characters in all government forms. This move upset Lu Bu, which decided that war was the only way to settle the issue.

Wikipedia says that Cao Cao was Minister of Public Works and acting General of the Imperial army when he fought Lu Bu in 198. Of course, in reality the young emperor was under his protection, so he could get most things he wanted approved.

Sometimes "testing" is just "hmm, yeah I can't think of any problems this could cause". I like to call this thought experiment testing. All features get thought experiment tested, because everyone has at least some level of critical thinking. The thought experiment tester who allowed this wasn't thinking of Asian names.
