Looks like he wouldn’t have to have a primary residence in Canada:
What eligibility criteria must be met to be on the International Register of Electors?
To be on the International Register of Electors, you must:
be a Canadian citizen and at least 18 years old on polling day be living outside Canada have lived in Canada at some point in your life
Then why do you need an address that is in a riding?
I don’t know. Ask the government. The answer is posted is from their website:

Again, why do they ask for an address? and why was I told I needed to have that address for six months as my primary residence to be eligible to vote?
Did you read the link you posted before you downvoted my comment? It’s because you reside in Canada. The rules for voting from within Canada are different than those voting from abroad.
