It's California. Will Trump care if this directly leads to tragedy in 5 months?
That's probably the point. Cause more damage to the state he hates so much.
Mind you, it causes damages to Republican-leaning parts of the state.
This sounds a lot more like "gee, that dam is half way between the north and the south, I'll order it to dump water" without knowing anything about where that water goes afterwards.
It causes damage to the States that rely on federal funding and support. California contributes a LOT directly to many red states.
I am contemplating this scenario:
California says "we can't contribute no more due to needing our own funds" .... Trump says: "you'll pay ...or... tariffs!"
