It's pretty good already. They're only short on rolling stock last I checked.

We've got a big freight network but the advent of Precision Scheduled Railroading has gotten every bit of both human and wayside infrastructure cut to the bone.

I had to look it up, since I only knew about the stock from port issues, but I see what you mean. It sounds like it actually increases capacity at the expense of quality and possibly sustainability, though.
