I guess that depends on if you think this was done because they are no longer working with the BJP or because it looks bad in Canada to be seen working with the BJP.
I'd say Harper did it for whichever reason would save his own ass, 'cause he doesn't give a shit about Canada.
You mean a bunch of fools started by neoliberals like Thatcher, Reagan couldn't get Modi under control? The same dysfunctional governments all over the world who allowed COVID to be a worldwide pandemic? Modi doesn't care for them.
