Yes. But it's a common misconception that "colluding" is illegal in all circumstances. It's not. There are unfortunately legal ways for corporations to coopoerate with one another on stuff like this.
It's called an Oligopoly and it happens literally all the time because the CRTC is feckless and weak.
They have 2 arguments in my opinion.
The first, is that Verizon is a very big corporation. They have more than 99million clients (arcording to the letter). Bell, Telus and Rogers have more than 27million customers. They argue that Verizon will probably be able to crush them just because they have a lot more capital however, this is not a guarantee and probably is false.
The second argument is a legit one. Bell, Telus and Rogers are the one that build the network. They pass the wire, build the telecom tower, etc. If Verizon enter the field, they will just use this network and won't deploy their own. They argue that Verizon should not be able to use their network and that they should build their own. I think that last argument is one that would favor a government owned network in my opinion.
Overall, I don't think Bell, Telus and Rogers have strong arguments, at best, they want the network to be publicly owned (which I agree). They really are trying to say that a US company will eventually be the owner of all Canadian network because Verizon is so much bigger, which is fear mongering if you're ask me.
