(As a German living here) I doubt it. It's bad but it's still not China-level bad - and even in China they don't arrest literally everyone. If you're a foreign national living in the US however, you should be a bit more careful.

There is so much content going online, and so much traffic, plus heightened security measures, that make it very hard to identify dissidents on a large scale, at least with the tech we have, without using searches and seizure of oneβs devices or other methods unrelated to the Internet itself.
In other words, very hard to impossible.
