Sounds like they got a break in bylaws for a fairly extended period but haven't exactly been moving quickly when putting up a permanent structure. RVs aren't meant for long-term habitation. It's unfortunately for them, but not unforeseeable.

Now bullshit line neighbors calling in the "man with a machete", that might well be racism, but the city telling them they can't live there in an RV is not if that's what the bylaws say

I agree the enforcement of bylaws is not inherently racist. However, I did get a racism vibe from the story. I wonder if race was a factor in one of the neighbors making a complaint

Then again, Im not the type to snitch unless something seriously uncool is happening (think environmental hazard).
