It was a merit-based promotion. Jax was eminently smarter and more competent than the rest of the department.
Saw some other pictures of the cat, and of course the department has a framed thin blue line flag. Because, why not?

Agreed, the cat is awesome. The cat did nothing wrong. I probably didn't need to bring up the flag haha.
I think having a cat may be good for police. If caring for animals can rehab the incarcerated and infirm, why not LE?
