Don't visit the United States. They've already demonstrated they're willing to send legal immigrants to prison in El Salvador on unproven accusations, and Trump is on record stating he wants to send US citizens there. There's minimal oversight or accountability for their border/ICE agents; even if visitors bring their passports everywhere, ICE could easily detain them, "lose" their passport, and claim they don't have one and entered illegally.

ICE doesn't control the border, CBP does. ICE comes in after you've crossed the border if you've overstayed or entered illegally.
CBP DOES have authority to take your phone without a warrant. We've seen this repeatedly over the last 10 years, even hitting the courts which have ruled in CBP favour.
CBP WILL use it to deny your entry if they find something they don't like. Just like anything else you have on you.

I hate that it's come to the point where innocent visitors have to worry about being searched or detained, but the best thing to do is simply not travel. If you get the wrong border guard, you're screwed either way. If you have to cross the border for whatever reason, keep your head down and don't give them a reason to waste their time on you. Keep it short and simple by saying you're just following travel advisories.

If I were in your shoes and they asked about the travel phone, I would keep it short, simple, and truthful: "I'm following Canada's travel guidelines and using a separate phone."
I don't want to antagonize border agents or imply their (my) country is authoritarian, nor should I voluntarily overshare minor details (which is something liars often do). If they have an issue with me following guidelines like any other ordinary citizen, they more than likely already wanted to search me and are looking for an excuse to do it. At that point, there's nothing you can do other than know your rights.

I've owned a franchise business, which is HQ'd in Canada for 14 years now, and it's been a great experience, in no small part, due to the great colleagues up there. There have been annual seminars/conferences the entire time, held in various locations throughout the US and Canada, so nobody has to travel excessively far. I've enjoyed the break of a solitary road trip for several of them. This year it's only up in Canada or via Zoom. I was actually planning on visiting some friends in Western VA, then seeing some family in PA, then more family in SD - and to drop off some (too big/expensive to ship) stuff, followed by a visit to some family in ND, then finally to the conference in Calgary.
Based on how troublesome things have gotten with the "47 shades of orange" guy, I guess it'll be better to just stay home, and certainly cheaper. The only thing worse than having to live under the shadow of a talking Orange Julius, would be to become the victim of a crime in Canada due to my VA tags (probably not that likely), or to have difficulty returning to the US.

if you're a US citizen, esp by birth, you will always be admitted back to the US. your concern as a US citizen is getting IN to Canada. this is a low risk issue.
